This could be translated a couple of other ways, since 'gaining ground' may not be what the author intended.
With a little more context, we might translate it as 'Venice is reclaiming lands from the sea' or 'Venice is extending its lands into/to the sea'.

Yes, "reclaiming" is the key word in this regard.
