Hola!

Tengo una duda en esta frase:

"La gente caminaba hacia la plaza donde un ministro iba a hacer un discurso. Las personas iban en grupos y muchas llevaban enrolladas las banderas que más tarde desplegarían para proclamar la presencia del grupo que representaban".

¿Grupo aquí puede significar partido? ¿O sociedad, asociación?

Sí. Grupos de interés, sean partidos, organizaciones, agrupaciones, divisiones. Las banderas son para expresar consignas de apoyo al grupo al que pertenecen.

In the context written, it just says that people were walking in groups which makes me think that although as Ambarina says they maybe are members of a certain group because of the mention of banners, the phrase most probably just means the big group of people was divided into many smaller groups of people.
