A la hora de reclamarlo

Hola a todos,

La frase en cuestión es del libro Tinta invisible de Javier Peña.

Poco antes de morir, mi padre nos dijo que su deseo era descansar en el mar que bañaba la ciudad de sus hijos. Cuando nos reunimos para cumplir su deseo, junto a las rocas en las que treinta años antes había encallado un barco llamado Mar Egeo, sabíamos que estaba prohibido arrojar las cenizas al mar.....

Que el mar se llevase a mi padre una última vez era, para mí, el final más lógico. El océano había sido mi gran enemigo a la hora de reclamarlo. El recuerdo de mi padre en la niñez es más el de la ausencia que el de la presencia; ocho meses al año el mar se lo llevaba como si se tratase de un tributo al Minotauro. El recuerdo de mi padre en la infancia es mi madre comprándome regalices antes de despedirlo en la estación de tren y diciéndome: muérdelos fuerte, así no llorarás.

What does "a la hora de reclamarlo" mean?

I suspect that "a la hora de" means "when it comes to", but I'm not sure what "reclamarlo" means in this context and the whole meaning of "a la hora de reclamarlo" seems very vague to me.

It can be interpreted "when (at the time) it reclaimed him (the ocean was taking him away again, a final time, so an enemy it had become and is now forever so)."
