That sounds a bit stuffy.... How about: United States' independence is celebrated on the 4th of July to remember that this was the date on which (or when) this document was accepted by the Continental Congress.

United States independence is celebrated on the 4th of July, this date being when this document was accepted by the Continental Congress.

It was the "this date being when" part. That's not something I would ever say or write.... :)
