My Guatemalan friend told me that I can say "el mismo mono con un diferente moño" to refer to corrupt governments, or about politicians in general. I can't find anything on Google. Any pointers?

I can't find anywhere that this is a common idiom or saying. I found "Mismo paquete, moño diferente." Both sayings, I would think, mean about the same thing.

Pretty saying. :) I have never heard it, but it seems to me that it can be applied to most things/persons that are the same to the things/persons from which they claim to be different.

The common equivalent saying in Mexico is "la misma gata, nomás que revolcada" (same cat, just covered with dust.)
