"Life isn't about waiting for the storm to pass, it's about learning to dance in the rain"

Mi intento,

"la vida no se trata de esperar a que pase la tormenta se trata de aprender a bailar bajo la lluvia"

¿Es correcto?

Good job. :)
You only need a punctuation mark between "tormenta" and the second "se trata".

But if you want to make the sentence flow better, avoid repetition of "se trata" by using "sino":

"La vida no se trata de esperar a que pase la tormenta, sino de..."
