I couldn't find any reason to define what type of shelter it is, but I gave you a choice.
tiempo severo = severe weather

The word shelter meaning (Refugio), it's a word in form general or only is a word with hang of a shelter.
Example: I've a shelter for my dog.
My house work as a shelter, when there're hurricanes.

Quizá te sirva refugio contra condiciones meteorólgicas extremas.

Here the weather it's not so hard, so usually here the common shelter is the mountain's one: "refugio de montaña"
Rusty's one (Corrected) Refugio contra condiciones metereológicas extremas
or david's Refugio contra fenómenos naturales are OK
But perhaps "refugio contra tormentas" or "refugio contra tornados" it's more simple, allthough it is not "severe"
