A) está comprando un paraguas B) va a salir a la calle
C) necesita un paraguas D) no quiere salir
it seems to me that the answer should be C, but it's B, am I missing something here? Is there some hidden meaning in the phrase above?

No, there is no hidden meaning and the answer can't be C. Nothing in the sentence talks about your looking for an umbrella. The person with you in the house knows you are going out and they are advising you to take the umbrella because it may rain.
