This comes from the song "Gimme tha power" by Molotov. Here are some of the lyrics that surround it:
... porque aquí es donde vivo y yo ya no soy un pendejo el que no wachas, los puestos del gobierno, hay personas que se están enriqueciendo.

Wachar is Spanglish for ver/mirar/vigilar. Correctly conjugated, the phrase should be "... no soy un pendejo el que no wacha, ... ."

... I'm not "a fool"/"an idiot" that doesn't watch ...
