Need help translating long title

Hello,

I'm working on this historical text that's extracted from a 1629 book called "Libro de las cinco excelencias del español que despueblan a España para su mayor potencia y dilatación. Ponderanse para que mejor se advierta las causas del despueblo de España, y para que los lugares despoblados se habiten y sean populosos".

I've tried using google translate, but predictably, while it gives me a vague idea of what the title is, the precise meaning is distorted at best and might give a totally false impression of what the author was arguing for.

Any help would be very welcome !
