AFAIK, only in Spain.
rizar el rulo = to overcomplicate something, complicate unnecessarily / to cause to be swamped with minute details
sometimes used -I think in a wrong way- as "to make things worse", "echar leña al fuego" or "eramos pocos, y parió la abuela".
