It's me again, I'm having issues translating today...:(

What is the best way to to translate "Anything to the contrary notwithstanding, the governing board of any school district shall cooperate with the local health officer in measures necessary for the prevention and control of communicable diseases.

I translated the paragraph as:
No obstante, la Junta Directiva de cualquier distrito escolar cooperará con el funcionario local de salubridad en las medidas necesarias para la prevención y el control de enfermedades contagiosas.

That's a tough one lblanco. To me, the phrase "Anything to the contrary notwithstanding" means "In spite of contradictory evidence" or "In spite of someone saying the opposite". Your translation works fine I think, or you can try something like this:

A pesar de que se haya dicho lo opuesto, la junta directiva de todo distrito escolar cooperará ...
Aunque unos hayan dicho que no, la junta directiva cooperará ...
En todo caso, la junta directiva cooperará ...
A fin de cuentas, la junta directiva cooperará ...
Al contrario, la junta directiva ...

Or you can just use what you have, "no obstante".
