It means extreme loss of civility. Can you say moralmente bancorota?
If not is there a similar idiom in Spanish?

Using the same terms (and I think it would be understood in context), I'd say "bancarrota moral"; but I've seen "insolvencia moral", which works for me as a better translation.
Something more frequently heard, although one step before "bankrupt", is "decadencia moral".
