All I can think of is that talgo is a typo and should be salgo (I am leaving)

SALGO PROCEDENTE DE MADRID CON DESTINO SEVILLA
EFECTUARÁ SU ENTRADA POR LA VÍA NÚMERO 2
I am leaving Madrid destined for Sevilla
He? will use track No. 2 to enter.
It reads like a telegram.

Given the reference to vía, I would guess it has to do with traveling by train.
-----Edit: I was wrong. TALGO is an acronym meaning Tren articulado ligero Goicoechea-Oriol (Inter-city high speed train)

TALGO PROCEDENTE DE MADRID CON DESTINO SEVILLA
EFECTUARÁ SU ENTRADA POR LA VÍA NÚMERO 2
High-speed train from Madrid destined for Sevilla
will enter on track number 2.
