I have heard this before. I think it means: that's water under the bridge,
or Up in smoke.

They are slighly different. Examples of water under the bridge/up in smoke.(never water over the dam): They had a fight but that's water under the bridge. Now they're best friends.

His plan to travel went up in smoke now that he has lost his job.
