In English? En español significa montar un revuelo bastante fuerte.

Ok I am not a native speaker. :)
But how about ' to raise a stink'? ot ' to make a stink' ?
Verb1.raise a stink - take strong and forceful action, as to object or express discontent; "She raised hell when she found out that she would not be hired again"

' to make a fuss' (perhaps more English than American?:))

TO raise hell is the closest to the Spanish expression.
To make a fuss over sth is quite soft.
