This means as much as to have influenced something, to have played a part in the outcome of something. To be involved in something.
Does anyone know a good Spanish equivalent? :)

Can you say tiene un papel? or is that strictly related to acting.
I ask this because in English the word hand can be substited for role
in this phrase.

Yes, you can say "tiene un papel" as well:
El ministro de Economía tiene un papel destacado en esta reunión.
Algunos deportistas de élite quieren tener un papel más importante dentro de su equipo.
