Literalmente sirve: "He doesn't have voice or vote" o "He is without voice or vote". La frase "without voice or vote" se puede encontrar fácilmente en las constituciones de ciertas organizaciones (ejemplo: Bylaws of the Staff Senate of the University of Maryland, Baltimore (http://www.umaryland.edu/ssenate/Bylawsrev.html)).

En el contexto de una constitución mi preferencia personal sería "He is an observer". Con voz y voto: voting member; con voz pero sin voto: non-voting member or participating observer; sin voz ni voto: observer, or non-participating observer.

Si lo quieres usar en algún contexto más general la traducción literal no sirve. "His opinion doesn't count", "His opinion is irrelevant", "His opinion isn't worth a bean".
