Is this the way of saying wake-up call?
Is is a commonly used phrase. Is the term diana the common term for reveille?

Al toque de diana = reveille (wake up to its tune, as the order was given)
Tocar diana = To play the reveille tune.
Dar en la diana = To hit the target, dead on!

Yes, Hit the target!
Toque de diana is used in the military service, when soldiers have to get up.

As Hernán and Robin said, "dar en la diana" ("dar en el blanco") is to make a bullseye. It carries the same figurative meanings as well.
"Tocar la diana" comes from the military, which is to play a bugle call for soldiers to wake up. An extended meaning involves to wake people up by making noise.
As for the common use, no it's not the most common expression for waking up people around.
"Tocar una diana", in Mexico is to play a fanfare for celebration.

@Robin: Es en una de las avenidas principales (Av. Reforma) de la Ciudad de México.
La escultura tiene "personalidad" propia por su historia. Cuando fue inaugurada, un grupo ultraconservador condenó el desnudo y entonces la "vistieron". Unos años después, le quitaron los lienzos de hierro que la cubrían y como quedó rayada, hicieron una copia nueva. Durante unos años permaneció "arrumbada", pero hace unos años le dieron su glorieta. :)
La original está en otro estado, en el centro del país.
