All the world and the whole world. Are they interchangeable? Could I say "all the people" and "the whole people?

They are not completely interchangable, because
The whole means the entire so you cannot use the whole people.
You can use the whole population.
Robin,
You can also use let the cat out of the bag. The meaning is slightly different, but it basically means telling a secret.
