It doesn't make much sense to me. Pays is French for pais which means country. Lets go country?

It may be a shot form of "paisano", which is someone who has been born in the same country or region as the person who speaks.
It can also be understood as "buddy" or "mate". :)
So it could be "come on, buddy!"/"let's go, buddy"

Because the phrase alone doesn't make sense.

I googled the expression and found this, inside a discussion on Pixies, the music band:
vamos pays testament to what you said. and i actually thought bossanova was quite poor compared to their other stuff.
"Vamos" is a song included in the album "Surfer Rosa".
So the sentence makes more sense like: (The song) "Vamos" pays testament to what you said.
