It was a wind chill, and since that means it's very very cold buses can easily break down and it's hard to start them up again.

okay I will tell you the whole story....

Yesterday Mom said that today would be very cold, and we have to dress up warmly.
My older brother said that today there will be a 2-hour delay, meaning that for 2 hours no school, because it was too cold and the buses won't work (most broke down, meaning that they couldn't start).
Usually we go out to the bus stop (la parada de autobús - here it's a school bus stop), and someone came by and told us that there was a two-hour delay. we went out at about 6:45 PM, and since there was a two hour delay, we have to go back to the bus stop two hours later.
We did.

it was really cold today. so cold it was around 10 and 7 degrees! WOW! And so there was a 2-hour delay. do you know what a 2-hour delay is?
