Well no, it is a future perfect, used to express a (past) perfect probability.

Sin "de" es obligación:

Debe de salir de trabajar a las 6, porque lo he visto por mi calle a las 6.30.
Habrá salido de trabajar a las 6, porque lo he visto por mi calle a las 6.30.

Debe salir de trabajar a las 6, porque a las 6.05 entra el segundo turno.
Tendrá que salir de trabajar a las 6, porque a las 6.06 entra el segundo turno.

Ok, but to me:

He must have left the office already. Debe/debió (de) haber salido de la oficina ya.
He must have finished work already. Debe/debió (de) haber terminado el trabajo ya.
