In the following sentence, is this just used as "what"? Why is it like this instead of just "que".

Porque no estoy de acuerdo con lo que dijo por television la semana pasada.

There is no logical reason that it is needed, except that English is unusual in that the corresponding words may be omitted. It makes for more clarity in the sentence when translated as 'that' or 'that which':

Trabajan más de lo que parece.
They work more than (that which) it seems.

Habla menos de lo que yo creía.
He/she speaks less than (that which) I thought.

Yes, there is a logical reason ;) :

Such part of the speech is called "pronombre relativo compuesto", that is, an article + que /cual: el que, la que , lo que, las que, los que.

In your sentences, lo que is used because the neutral form of the article is needed, since we don't know the antecedent.

Las casas blancas se ven desde el parque. Las que (= aquellas casas que) están a la derecha, tienen sol todo el día.

El niño compró unos libros. Los que (= los libros que) le costaron más caros fueron los de Geografía.

No estoy de acuerdo con lo que dijo (=con aquello que dijo, con las palabras que dijo)

En cuanto a "Trabajan más de lo que parece", es un caso distinto. Es una oración subordinada comparativa de superioridad cuyos nexos son: más que / de lo que.
