le escuché en frases muchas veces, pero no le entendí. me puedes explicar, por favor?

It's used to express that one is pondering whether something is going to happen or not. (Either because of circumstances one can control or not.)

A ver si voy a la fiesta.
Let's see if I'm going to the party.

A ver si quiere.
Let's see if he wants.

Isn't it also used as a filler word, like "uh" in Englishl?

It´s also used as a filler in the following context:

A ver os he dicho mil veces que la palabra leche es de género femenino.
