When allowed, a member uses the 'Advanced Reply' function instead of the 'Quick Reply' function. Under the text box where messages are entered, there's a button labeled 'Manage Attachments' in the 'Additional Options' area. That is used to attach a video.

What is the post limit for have all those features in the forums?

When I recent entered to the forums, I didn't see if I had those features when I could to up videos and links, since that time the forum has changed and it has endured some changes for everyone.

The limitations and when they are lifted are not openly discussed in the forums themselves. They are put in place by the administrator and changed from time to time as needed.
