I know when you say "I think this restaurant is nice", you use "creo que....."

But what if I'm saying "I think" as in "I'm pretty sure"? For example, "I think you sent another payment to us, but I just wanted to double check". Would you still use "creo que"?

My translation would be "Creo que nos enviás otro pagar....."

Yes, you would still use creer.

Creo que nos enviaste otro pago.

Are you certain you want to use the 2nd-person with the person you're collecting money from? That person is usually reserved for informality, the type of conversation you would hold with friends and family (and small children not related to you).

Creo que nos envió otro pago.

The second-person conjugations are used exclusively for informalities (informal settings). The third-person usted should be used when addressing an individual you're not on familiar terms with.

The last sentence I wrote above, with envió in it, is a 3rd-person conjugation in the preterite tense. Both sentences I provided above mean the same thing, but the 'you', the individual you're addressing, is either familiar or formal.

If you're not addressing a specific individual, or if more than one person is being addressed, there are other conjugations you should use. English happens to use the same pronoun for all of these cases, but that isn't possible in Spanish. There are several different ways to say 'you'.

Not I don't believe that you shouldn't to use Creo que.

Because you aren't sure then if the person did the payment or not, instead of if you use the word Estoy seguro de que nos pagaste esta vez, then you are affirming something that already happened in the pass.

For example I'm pretty sure that you have paid us this times because I have checked account state in the real time here you aren't assuming if not you are confirming that the payment has been made.
