I see 'pre-language' translated as 'pre-lenguaje'.

So would I write, "Escala de Evaluación de Pre-Lenguaje"? (I previously wrote "lenguaje") but was not sure if I should write it: Pre-Lenguaje Escala de Evaluación??

Technically, Spanish doesn't have hyphenated words, yet this is what I saw. Since Spanish doesn't usually have hyphenated words, it's hard to cite any rules. :)
I've seen titles that have only the first word capitalized, but there are an increasing number of folks who are capitalizing each word like we do in English. In English titles, only the initial letter of a hyphenated word is capitalized.

I think that the best translation for this is: " Escala de valoración prelocutiva"
Prelocutiva means: before begining to speak (to develop the lenguage in children)
