lío = trouble, problem, mess, confusion, mixup

rollo = thing, affair, activity, business; [lengthy, boring, uninteresting, or tedious speech, talk, lecture, story, or sermon etc]

¡Qué lío!, would then mean: What a mess/confusion/mixup!
¡Qué rollo!, How boring/uniteresting!

There are lots of possible translations, but yes,

¡Qué lío! = What a mess!

For rollo, there are lots of possible translations.

¡Qué rollo!
How boring!
What an involved process!
What a tedious, boring job!

etc.

-Esos dos tienen un lío, ¿no ves cómo se miran?
-¿Qué, que están liados?
-Lo que yo te diga, ésos tienen un rollo.
