Un caso de "que" vs "lo que"
 
El plan de que los estudiantes participen en las actividades es caro
Can we use "que" instead of "lo que" here? And why do we use "lo que" here?

There is no "lo que" here, and it wouldn't be used. :thinking:

Your structure is "de que". "Los estudiantes" is independent from that "que".

It's OK, but I would use in which.

I don't think you can do away with the "de" in that particular example.

Why? Others will be able to tell you about that, even laepelba knows more grammar than I do.
