Cual es la diferencia entre los dos ejemplos siguientes?

Que pasen los demas - let the others in
Que te pongas la corbata - I want you to put on the tie

Cambia el sentido dependiendo de las circunstancias?

Both are examples of the subjunctive being used to give an indirect command, so there is no difference, but usually a third person construct follows the conjunction. This makes the translation into English as 'Have/Let someone do something'.

-Ponte la corbata = Put on the tie
-¿Qué (me dijiste/querías)? = What (did you say/want)?
-Que te pongas la corbata = (I said) put on the tie

There's no such a dialogue like this one:

- Hola
- Que te pongas la corbata

That "I want you to put on the tie" is somewhat right but positive commands using subjunctive require also some element in the dialogue calling for a subordinated structure. Then, you have to append that "que te pongas la corbata" to a dialogue which favours the use of a command without enough authority or the vehement expression of a wish.

An example with modern parents and children (any age)

- Vístete.
- ¿Hmm?
- Dije, vístete.
- Hmm, sep.
- Vamos, vístete, que llegamos tarde.
- Bueno
- Dije que te vistas.
- Ya va.
- Que te vistas ya.
- Sí, en eso estoy [jugando un video-juego o viendo dibujos animados]
- Que te vistas de una buena vez.
- [ruido electrónico o de tiny toons]
- Que te vistas ya [al borde de la histeria]
- ...
