We welcome someone 'to' somewhere, so 'a' is the correct preposition to use. 'Forum' isn't Spanish. It's English. The Spanish word for 'forum' is 'foro'. We use the plural form - 'los foros' - because there is more than one Spanish language learning forum here. :)
