Personal a

Do we need to insert the ‘personal a’ between ‘conmemorar’ and ‘las víctimas’?
If we leave it out, is it incorrect?

Personally, I'd prefer to use the personal "a", because it's people we are talking about (and about a very sensitive word as "víctimas", which would need more respect). Some people tend to omit prepositions (as if they were a choice) because they feel their sentences wouldn't flow if they included them.
