In dictionaries, I find only RELEVANCE TO, not ON; are TO and ON just the same in meaning, apart from in grammar?

Now that their strategy has failed we wonder what relevance they have on the political scene.

Sometimes we see 'to the matter/case/issue' and 'on the matter/case/issue'. The examples above were pulled from the internet.

A 'teacher in chemistry' is the same as a 'teacher of chemistry', but the latter is more commonly used.
