It doesn't mean anything to me. Do you have a context? :thinking:

By the moment, the only context making sense of it I can imagine is a person saying "it'll just take one minute" and spending two hours to do the thing, hence a possible "un minuto de un par de horas" said in an ironic fashion. Or a hyperbole about a tense or threatening situation when time seems to dilate.
