I have always wanted to speak Spanish.

Yo siempre vivió con el deseo de hablar el español.
Yo siempre tenía el deseo de hablar el español.
Yo siempre he tenido el deseo de hablar el español.

Cual es el mejor a decirlo o hay un otra manera a decirlo que es mejor.

Yo siempre he querido hablar español.

From your three sentences, the last one is correct, but not the most usual way to express it.

siempre tenía ---> it's used in sentences about the past to give contextual information

siempre vivió ---> you're talking of a different person.

Sentences one and two, although not perfect, clearly and unmistakably communicate the notion you intended, what is very important.
