I think dar pie means animar or alientar at least from the context of what I have read.
El culebrón ha dado pie a los críticos cuando discubrieron que él presentó
documentos falsos para ganar empleo( paraphrase)
I've never heard the phrase before, have you?

Dar pie a = to give cause (give a reason) to be critical, so incitar would be a synonym.
