Esta frase es incorrecta, ¿no?
Tiene que ser: “…hacer más para el medio...”, ¿verdad?

"Por" is correct. You're doing things in favor of the environment.
"Para" would mean the government is doing a service to the environment (as in someone working for another person).
If you want to use "para", you need a sentence like "para mejorar el medio ambiente", where "para" expresses a purpose. :)
