Estrechar relaciones
Does this mean to improve relations or the opposite?

It means to strengthen (improve) relations. To stretch is estirar.

Thanks Rusty. I thought that's what it was, but estrecho means narrow so it confused me a little.

Estrechar also means to narrow (to make (more) narrow) or to take in (sewing).
And, strange as it may sound, if you 'narrow' someone's hand or 'narrow' them in your arms, you are shaking their hand or hugging them. |
Estrecho means narrow, and the verb estrechar (to narrow) can also be thought of as "to bring closer together".

Then, Estrechar or tener una relacion con alguien mean Relationship, for example I wanna say, I have a relationship with her.
