I do not speak Spanish fluently but I speak it enough to communicate.

There's nothing extra about the second 'lo.' That 'lo' is the neuter article. In this case it introduces everything that follows as a noun clause, which ultimately modifies the verb (so it could be called an adverbial clause).

Using 'lo hablo' is correct. The 'lo' that precedes the verb is a direct object pronoun. It references the direct object used in the previous clause (español).

I would not use "para comunicarse" in this instance. It conveys the general idea, the infinitive form of the idea. It fits well in the noun clause, until it is tied to the idea conveyed by the previous clause. Then, I believe it should be made to agree with the person identified in the previous clause. So, I submit that the SDL translation you posted conveys the idea correctly.

Ignore the 'lo digo bastante' suggestion. It doesn't convey the right idea. However, 'con soltura' certainly works.
