I think it means defame, but I'm not sure. I anyone here familiar with the phrase

mala baba = mala intención = bad intentions
destilar = distill, ooze
Figuratively, it means to reveal or to be full of.

So, I think the phrase means to be up to no good (to reveal/show bad intentions or to be full of bad intentions).

I think it means to express ill will--like someone vicious spewing hurtful comments.

Yes, agree with Rusty or Tomisimo.
Thinking in a perv way, you can think of a lecherous person oozing while looking at a woman.
With evil intentions, is when somebody got delighted (with drivel?? coming out of his mouth) thinking of evil intentions.(tener mala baba: to have bad drivel)

When it's a writed text, you can say the writer was thinking of this evil intentions while writing.

Yes it does. Although to defame would be talking badly about someone without foundation. Right?

In the case of "mala baba" it does not matter if it is true or not. :-)

Also, most likely this was said in a political debate or something like that. Right?

This phrase make me remember to the phrase used in my country (Mala leche). Your phrase and the mine is altmost the same in its meaning.

They together meaning mala persona.
