I have come across a situation in which a speaker used válgame
to mean pardon me or excuse me. Do you find this in normal speech?

The only way I've heard válgame used in normal speech in Mexico, is as an expression of mild surprise, similar to well, I'll be.

The word Valgame does not mean pardon or excuse.:)

@Poli: your speaker must have meant something like "oh, my... I'm embarrassed/ashamed. I'm sorry" by only saying "válgame"... very common expression (and one of my favourite ones in daily speech, btw.) :D
