Cómo se puede traducir this "phrase in English" ?

Si puedes explicar el significado en español o inglés te puedo decir si la
hay un dicho en inglés.

Me parece que significa all out en inglés, pero necesito unas clarificaciónes antes de darte una contesta segura.

EL significado sería serio, sin adornos de ningún tipo.

I thought it meant the opposite ( with all the adornments)
The correct translation would be:
It's a dinner and nothing more.or It's a dinner just a dinner or It's a dinner just a dinner, nothing more.

He's a man and nothing more,or He's a man just a man, or He's a man just am man nothing more.
etc.

@Bob: I think that "la" was a typing mistake. The right sentence is "...puedo decir si hay un dicho en inglés".

I would guess that "en toda regla" means complete, proper, to the T, well done, perfect, etc

It was a well prepared dinner.
It was a perfect man.
It was a complete class.
