Hmmm.. maybe:

- To stir things up ( a little/ a lot)
Quote:

to incite, instigate, or prompt (usually fol. by up): to stir up a people to rebellion.
http://dictionary.reference.com/browse/stir+up
- To cause a stir

- To goad people/ someone
Quote:

to prick or drive with, or as if with, a goad; prod; incite
- to egg people on
Quote:

to incite or urge; encourage (usually fol. by on).
(these last two are used more directly to provoke people to
rebel or to get into action)

to incite
to instigate
to aggitate
to rabel rouse(figurative expression)

To put a fox in a henhouse has slightly different meaning. The meaning is this phrase is more like. Putting a alcoholic in charge of guarding the beer or a compulsive gambler in charge of finances.

Thank you. I hope we can all meet one day for dinner, here in Madrid.

ALborotar el gallinero sería to put a cat among the pigeons o algo así, si mal no recuerdo no?

a veces usamos esa expresión cuando alguien, por ejemplo en clase, empieza a dar lata.

What about "poner la iglesia en manos de Lutero" for "leaving a fox to guard the henhouse"?
