Actuar con mano dura, significa no hacer muchas concesiones, ser duro con alguien, no dejar pasar una. No ser blando.

You need a firm hand when...
There's a very nice expression for mano dura in English: tough love (can be use in educational contexts: the way you bring up your kids...)
