This saying means , that somebody will pay for it. Example.:

There is sth fishy or a kind or whatever bad, and the boss says van a rodar cabezas, meanign many people will be punished for this .
I GUESS this goes back to the times when people used to be beheaded for commiting crimes. Their heads would roll.
