It means that when there is an offer at the supermarket for example, everybody goes like crazy, everybody takes the opportunity, it´s used in multiple contexts.

I think a free-for-all would fit. This saying is principally associated with a brawl (fight) and means that there are no rules. But the saying is also used to describe the same kind of frenzy - everybody running (smashing and grabbing) to get the best product for the lowest price.

It is also used in other context for example, the goverment is giving some help, and most people have already got it, or for example some immigrants that know every rule to make the most of it, to benefit from everything, el que no corre vuela.
