Like Ambarina said, but with a bad connotation.

For example:

Your coworker always gets better positions within the office because he is your boss's nephew.

You can say to another coworker referring to the situation "en todas partes se cuecen habas"

Agree with Ambarina, and with chileno, that usually it comes with a bad connotation.
Something like "this (strange/bad) kind of thing happens everywhere else, it's the same the world over

-Han vuelto a subir los impuestos
-En todas partes cuecen habas

Se ha destapado un caso de corrupción
-En todas las partes cuecen habas

@bonidan: "En todos lados se cuecen habas" is literally "Broad beans are cooked everywhere", which means that everyone can do wrong things.
"Partout cuit-on des fèves" (C'est pareil partout)

I understood from above that it had the meaning more of general unfairness in the world:

It's the same the whole world over
It's the poor what get the blame
It's the rich what get the pleasure
Ain't it all a bloody shame?
