Does this mean pass a bad check/ pass a rubber check?

In Mexico, "talón", in this context, is the part that is left in the "talonario" after you rip off a check, but it seems it's used as the check itself in some places. So you're right, Poli, it's a bad check. :)

"Sin fondos" means the account doesn't have enough money to pay for it. :)

That's right. I agree with both... and so does Oxford Superlex, (under talón)

2 a (Esp) (vale) chit; talón de compra receipt, sales slip (AmE)
b (Esp) (cheque) check (AmE), cheque (BrE)
c (AmL) (matriz) stub, counterfoil

talón conformado = certified check*
talón sin fondos = bad check* :)
