They have the same meaning.
I regret having lost my temper has a higher register. An uneducated person may not say it that way.

If you had nothing better to do, you could argue there is a slight difference in that with the first, you might still be in the bad temper. By the way, it's losing. Losing is pronounced with a 'z' sound, loosing with an 's' sound means something else.
